Hello X,
I hope it is not entirely improper of me to ask, but I recently received a scholarship offer from (Y) in the amount of 36000 dollars in total, as well as a generous offer from (Z) in the amount of 69000 dollars in total.  Now, (Y) and (Z) are fine schools, but I personally feel quite strongly that (X) is a school at which I would feel much more at home, and is a school I'm confident would propel me towards my goals.  I hope it would not be terribly out of line for me to ask if there is any chance of (X) making a competing scholarship offer?  Attending (X) for law school would be a dream come true; the only missing piece before I feel prepared to make my decision is the financials.

They read letters like yours all day. You need to do the following:
1) Convince they why they should go through the trouble of gathering in committee again or bringing your email to the Dean of AdComm to adjust your scholarship. In other words why bother, why go through the hassle - make your case why your LOVE X school (politely and professionally though don't go overboard).
2) Financial Situation
3) Other offers cogently framed to reinforce Part 1
4) Closing with reaffirmation of your desire to attend
