Apparently, Berkeley has a deadline for requesting fee waivers - January 15th. That's the only school I've noticed with such a deadline - are there any other schools that do so? And is there any chance of getting a fee waiver if I submit a request after a deadline?
Also, how quickly do schools usually respond to fee waiver requests?

Whether you're requesting Merit or Need will be relevant, but in general there is no harm in asking.

There's no harm in requesting at any time, deadline or not. The response times vary, but it usually ranges from 1-5 business days.
