is there anything i can do to boost my gpa?
also is there a point in blanketing the T14 as a splitter? I read about this but the post is quite old (~3 years) and I know the numbers game has changed quite a bit...

As a graduate, your GPA is what it is at this point.
Only you can decide if a retake is worth it, although I suggest reading Mike Spivey's thoughts on this.

If past trends continue, this cycle could be interesting for splitters as schools will have to determine what is of value to them.
