Apply for Fall 2014 or 2015?
I am a URM and currently a 2.6 GPA, took LSAT and got 165, will graduate from a state school in March 2014....so I won't have a complete LSAC file until my transcripts come in March. Should I apply now for Fall 2014 or wait to apply in Fall 2015?

IMO, apply now. Youre gonna be sub 3 no matter what. The difference between 2.6 and 2.8 is negligable. Youll have one of the lowest GPAs in the class no matter what.

Take 1-2 years off and do classes at CC. Retake LSAT get 170+ then ED to CLS. Okay I probably will retake in October... if I apply in October with an incomplete file, will I still be in the queue by March?

A 165 isn't a bad LSAT score, but you should wait to apply to schools until you score higher (I'm talking 170+). Grades reported will only be the ones that go towards his first degree. If he wants to pull up his GPA, he would have to delay graduation from his current university until the GPA is where it needs to be.
