Penn Law and chunks

I was looking at the TLS Stats section and would appreciate it if anyone could tell me why Penn seems to admit people in "chunks" - people with similar GPAs and LSATs then a bunch of waitlists and then maybe 5 or 10 more people with similar numbers.

Does anyone know?
