I am only applying to part-time programs, and sent out most of my applications early February, but so far none of them has told me any decision yet. Is this normal? how soon do law schools make decision for part-time applicants? Do they wait until after the deadline (some in March, April, or June!)?

It really depends on the school, and also, where you fall within their medians.

If you're above both medians, you should expect to see a decision pretty quickly.
