I really can't quantify it, and I would assume that it'd still be a pretty damn small element in your overall package, but that letter would seem to me to be worth a fair bit more than a regular one. Say 3% vs. 1%. (Assuming that the letter isn't just generic and he really does speak to your management skills and sounds like he really knows you.)

have him make a call to the dean (i'm serious). but i don't see a LOR being that effective.

but, as said before, a phone call would be better
*I can add to the anecdotal (as in, people who got in to XYZ school for that reason; not HYS, though, but I can't see how they'd be that different - just look at the outliers on LSN)

Unfortunately, it's HUG and not HLS, this may be a worthwhile distinction. I would have him contact the dean of HUG and try to put in a word, but there may be a divide between the schools. Equally unfortunate is that there are a large number of successful HUG alums that donate large amounts to the school though they may not all have the distinction of a hallway. I would talk to him about writing directly and try to usurp the usual LoR process.

I would suggest editing the entirety of your post, btw. A building is significant. If you're close with this person, you can try to piggyback some legacy, obviously, but nobody here can offer you significant advice. He'll know who to contact, though.
