Because when you're not in law school, you normally pay for CoL with income, and don't have to take out loans to pay for it.

Well, yes, but if you're not in law school you'd presumably be making $$$ to pay for the CoL. When you're in law school you have to factor that into your loans and total debt.

For the above obvious reasons, and because CoL is different in different cities and can affect your debt load and choice of school. (Hypothetical example of choosing between two schools with similar employment prospects, similar tuition costs, in two different cities to which you have ties. If one is in West Bumfuck and one is in NYC, one is going to cost a lot more.)

I wonder if there are stats or just stories about 2L or 3L's. If part time work, summer employment offset the CoL loan.
