Using Michigan for Scholarship Leverage

What schools would respect an offer from Michigan and consider it a peer school? I have a nice 25k per year from them and am trying to figure out how to go about using it to my advantage... Thanks for the help

Outside of HYS and maybe CC, that will work anywhere.

Anywhere. CCN probably won't match but it will still provide some leverage.
