My GPA is 3.25, LSAT of 177. Non-URM. One year WE.
Would my best chances at T14 be to ED to Penn's 2d round? Or should I stick with my orginal plan of applying to all the non-HYS T14 Regular Decision and keep the possibility of CCN open?

A number of peer schools, if not Penn itself, will admit you RD. You may have to ride the WL at a few places, but you're going to get multiple T-14 acceptances. Better to see if you get some money somewhere than to commit yourself to Penn for sticker.

CCN is really unlikely with that GPA. But I wouldn't ED because your LSAT is good enough to snag one of the bottom T14s (especially NW) and you should hopefully be able to negotiate a small scholarship.

2 people got into Columbia with around your numbers last year, a couple to Chicago, and basically everyone who waited out the NYU WL got in.
If those are preferable to you, I'd wait it out and consider EDing to Chicago or NYU next year if for some reason you don't get off the WLs. If Penn is just as good to you, then just ED there and be done with it because you will have a minimal if any scholarship at any higher ranked school where you may end up.
