Re: Submit without 3rd Rec?
How are your other recs compared with the (estimated) quality of the one from your boss?

Re: Submit without 3rd Rec?
Call your Admissions office and ask.
I applied Early Decision to Columbia, and didn't have one letter until after the ED deadline. They said it was fine, and I just added it a couple days letter when it came in. No repercussions.
There's a good chance you'll be able to submit now, and just put the other in later for review. They may not even have started actively reviewing your file yet by that point.
But give them a call, remove the doubt, and if you do just wait until it comes in (absolute worst case scenario), that's not so horrible either.

Re: .
I have an additional question, if anyone can help. Can I submit my application now, and add my letter when it comes in through LSAC? Does LSAC have such a feature, to add letters after submission? I don't want them to "hold" reviewing my application until the letter comes in. But I figured by the time my app is sent and processed, and by the time they open the file, the letter will be done, and I could just send it through.
