Part of chicago's application asks, "Please identify up to three areas of academic interest (e.g., Constitutional Law, International Law, Law and Economics), students organizations, or other topics that you would like to learn more about at the University of Chicago Law School: (maximum characters 200)"

In general, when schools ask questions like this, do they want just a list, or short statements about why you're interested, etc.?

You will be fine just listing things. 200 characters is not enough to give any reasons anyway. If you desperately want to expand on something write a Why UChi essay.

This. I just listed out a handful of clinics and student orgs and ended up running out of characters.

A list is fine. I think admissions uses it later to give you more info on certain programs you might be interested in, not as a tool to evaluate you.
