Columbia ED - When is app deemed complete?

If the ED deadline is Nov. 15, does that mean the application has to be in by then or does my entire file have to be complete (LOR, transcripts processed)? Thanks.

Your entire file has to be complete before your application is deemed complete. So, yes, you have to have a complete application submitted by that deadline.
