For withdrawn charges, be as explicit as the applications C&F requires. Most apps seem to ask for any time you were arrested, charged or convicted, so the status of something's being withdrawn is irrelevant. If in doubt, report.
I don't think these will wreck a T14 app (but what do I know?), although June is anxiously recent for a urination charge.

While I'm no expert on the matter, I wouldn't expect a public urination charge to raise any red flags. Bad decision? Yes. Indicative of a future of fraud?
