I don't really see the scandal here. If you apply by the deadline, a school promises to respond by a certain date. If not, maybe they are still willing to receive your application materials from LSAC, but can't guarantee anything. It's not like Michigan is actively soliciting applicants in July the way Rutgers has been doing -- that would be news, but it's not happening.
