If I 100% want to go into environmental law is lewis and clark the best school in the nation to attend? Specifically I'm thinking in case I have to weigh a full ride there vs no money at a top 14.

No. Specialty rankings don't matter. If you have ties to Portland and do get a full ride, it wouldn't be so bad though.
