How do you ask a school for a living stipend

Is the process for asking for a living stipend radically different from how to go about negotiating a scholarship.

Who to contact...
How to frame it...
How often it works...
Is the standard amount 10k (more/less)...

I don't think schools offer this. Some schools offer full tuition + a living stipend, but I think you have to qualify for full tuition first (at least in the cases that I've seen) I think, if anything, you should ask for an increase in scholarship
