LOCI to send or not to send

Looking for some opinion here; would it be advisable to send a LOCI to a school that seems to make it relatively clear that they don't want to be contacted (they make it clear there is not need to contact them in the wait list letter)? I know that sounds counterintuitive but I am worried that sending, or not sending the letter could be the difference one way or the other. Any thoughts?

If they explicitly state not to contact them, then id probably stick with that.

I reread the letter and it says "as a result, there is no need to call and check on your rank." This is in reference to the fact that the list is not ranked. I would rather not say the school outright but I don't think it would be that difficult to figure out given the location of my previous posts. I just get the vibe from the school that they do not want to be contacted so I am leery about sending in a LOCI, but I would like them to know that they are my top choice at this point. Has anyone else had this type of a situation? What did you do?

if their message was only in reference to calling or checking on rank, then I would definitely send a LOCI.

only if they were somewhat ambiguous in the type of communication they didn't want would i question sending a LOCI.
