First do we have to withdraw our application to a school?
Second, if I plan on using a scholarship as leverage (no intention on going) should I not withdraw from that school?

It's good manners to withdraw from a school to let someone else take that spot.
But if you need to use an offer from school A for scholarship negotiation with school B, you don't have any leverage if you withdraw, since you're basically using it as a threat that you'll go to school A if school B doesn't pony up some more money.
So withdraw right away if the school isn't useful to you in terms of negotiation, and withdraw from the others when you're done negotiating and have decided.
