Last minute fee waivers

I keep getting these fee waivers emailed to me, some within the past week, which begs the question "why so late". It made me wonder if, if I did choose to apply which I for the most part havent, how could I possibly get a fair shake at acceptance this late, let alone a good share of the grants pile. Is this just a way for schools to up their selectivity rating or, in the case of schools well below my target zone, a last minute effort to up their medians? Seems odd.

Oh believe me a few of them reeled me in with the offer. A couple of the schools that gave me the waiver... not so much.
