Do you e-mail the school the LOCI or do you need to send it more formally?

I think the general consensus is do what they ask. If they don't specify, I would go the more formal route and send through the mail.

It depends on how much of an issue time is. If it isn't an issue at all, snail mail. Otherwise, send it as an attachment - then it still looks just as good, signature and all, but it gets to them quickly.

In discussions on TLS on this matter before, though, I think a lot of posters have said email.
