I sent in my Virginia application about a week ago, though without a "Why Virginia" statement. Since then I have realized how important it is to accompany my application with a school specific essay. Would it be a good idea to write one now and email it to them, or would this hurt my chances by only further pointing out that I didn't submit it earlier with the rest of my application?

Yes, email one to the admissions office.  They won't care that you didn't include it initially and even if they do, it's important enough to your admissions chances to do it anyway.
