What's Special About This Cycle?

I keep seeing posts that say this cycle will be easier, or slightly more lax than other cycles. Is this true? Why so? I'd just like to hear a more comprehensive explanation of what's going on...

There's a really large drop in the number of test-takers this cycle, thus theoretically a lower number of high scores. This could lead to lower medians for schools, or simply decreased class sizes.
