Question regarding scholly at MSU

Hey guys. I just received my acceptance letter in the mail this weekend. I'm excited and disappointed at the same time. I'm a URM, and I know plenty of URM's with the my exact same numbers who got at least $25,000 scholarships. My letter says "The Scholarship Committee has considered you for non-repayable financial assistance. While we are unable to provide you with such assistance for your first year of studies, you will be provided a half-, three-quarter, or full tuition award should you achieve a grade-point average of 3.60 or higher in your first year of full-time studies at the Law College."

What are some possible reasons they didn't award me any money now? I applied in early October, don't have anything on my record...good ps...:/

This is a horrendous rip-off. They're saying, "If you do extraordinarily well, which we don't think you will because our curve is so tough, we'll give you some money so you don't do the sensible thing and transfer out."
