I'd answer it as two incidents under law enforcement action and just mention it happened at school and you were disciplined by the school and local law enforcement. Under the "have you ever been subject to discipline by a school," question, just write see answer to "x." I wouldn't be confusing. They were two incidents and unless you robbed a bank or something, it generally doesn't affect your chances of my admission. Trust me.
