Are the LOR and application sent separately to law schools? Can applicants send the application even if LSAC has yet to achieve LORs? Are there any pros/cons to this or does it not affect the applicant at all?

E-mail the specific school. Some will wait. Others will not.
One school I applied to stated that they will wait until the LSAT score (December) and all other paper work (LORs) are in before they make a decision. So, I sent in the application with and told them that the LORs are coming in, but they are backed up due to the overwhelming volume right now.
Another school I'm considering strongly advised against submitting anything until everything is in the system (LSAC's system). Once that happens, then I can forward the application.
