Sending Application - "Continue" button not working Forum

This may be a dumb question, but here goes.
I completed my application form for UVA, attached all the necessary credentials, etc.
Now I want to send the damn thing, but on the page, step 3's "continue" button seems to be deactivated and I can't press it.
I got a fee waiver from UVA, so could that be the reason step 3 is not working?
Please help me send the application.
