So far I've gathered (mostly from HawkeyePierce) that most apps can't be sent until 9/15/2011.

I thought I'd compile a list of what apps can be sent out and when.

UVA: Can be sent as of 9/1/2011

Chicago: Can be sent as of 9/2/2011

Columbia: Can be sent as of 9/3/2011

UTexas: 09/12/2011
NYU: 09/15/2011
Michigan: 09/15/2011
Penn: 09/15/2011
USC: 09/15/2011
UCLA: 09/15/2011
Berkeley: 09/15/2011
Stanford: 09/15/2011
Cornell: 09/15/2011
Duke: 09/15/2011
Georgetown: 10/01/2011

afaik no, I'm taking until the 15th anyway, but if someone wants to re-try and let me know I'll update.
