No fee waiver, but you were accepted?

Is a fee waiver indicative of your standing as a potential applicant. Do people get rejected for a fee waiver at a certain school, but then end up getting accepted there?

It is usually sent to people that are in the approximate range, but many students have received them so that the school could boost it's selectivity.
