When do applications usually become available? I know that Chicago's is up, but its primary application form isn't up yet.

It's not current, but it seems to still be largely correct. More importantly, the Chicago app is apparently not supposed to be up yet. According to LSAT Blog, there will be a new "FlexApp" system released this cycle.
