dean's cert & canadians

Noticed that the Stanford app mentions that foreign-educated applicants don't have to complete the dean's certificate form. Does this apply if you studied in Canada too, too? Seems like Canadian universities tend to be counted as foreign for some things but not others, so a bit of clarification on this point would be useful. :)
