Which of the T14 schools are known to practice YP for applicants with 3.9+ and 175+?

The best way to figure this out is to look at LSN and search for yellow in the top right corner of the graph. Although I was WL at a good number of schools that are not known for YP so YMMV.

From eyeballing LSN, it looks like of the T14, the public law schools (MVB) are most active with YP?

Penn is also notorious for YP.
