Should I try negotiating scholarships between these schools?

I'm wondering if it is pointless since the schools aren't really rivals or near each other.

Wisconsin with $8,000 scholarship out of state
MSU full scholarship

should I ask MSU to remove the 3.0 stips or maybe include a stipend for books? or do most schools just say no?

I'm assuming it also is pointless to negotiate with wisconsin since MSU is ranked much lower

Negotiate. What do you lose other than a few minutes? Worse case scenario they say "no," and that's the end of it; but otherwise you can get a lot back from just a few calls/emails.

Absolutely. It's not like they can deny you admissions for trying. You have nothing to lose and everything to gain. That's not to say your chances are high--I actually have no idea what your chances are of a successful negotiation--but it's worth a shot.

this is probably a stupid question but they can't rescind or lower your scholarship for asking?

Nope, they cannot rescind / lower your scholarship unless you lie about the aid received from other schools, for example.

I don't see why it would. You can make deposits to multiple schools, after all. I think for the most part, these schools expect people to be negotiating offers.
