Can evaluators be the same as recommenders?

Can your evaluators be the same as recommenders when you submit them to LSAC? I've listed two professors as both, but didn't realize the whole evaluation service is a bit unnecessary when you're applying to T14 schools as most of them will accept - but don't recommend - the evaluations.
And if they can be both, which it seems like they can since I was able to list them both as such - can you change your mind before submitting apps and just uncheck the evaluation part if certain schools don't want the evaluations?

Yes, you can have someone be both an evaluator and LOR-writer. Yes, you can choose not to send the evaluations if you want.
