Can UCLA get me to NorCal without ties
and preferably SF, save for maybe a 1L summer there?

The concensus seems to be that UCLA places well in California in general but with the S.F. law market being smaller, the best jobs are usually snatched up by Stanford, Berkeley, or T6 grads. The top 25% of UCLA should have no problem competing with these T6ers for spots in San Francisco but no one can guarantee you that you will be top 25%.
I love Westwood but this is one of the main reasons I chose Boalt over UCLA.

I actually don't know.
That being said, I will note that SF/NorCal is an incredibly hard hit market with a far fewer full time jobs for grads than almost any other place. Even if it is possible, it will be difficult.

Yes, if you do well enough and maybe get a little lucky, but it's safest for you to expect Socal out of UCLA. I think if I remember correctly you're also looking at UT and Cornell. Similar to UCLA, you'll most likely get jobs out of those wherever they place best. These are not just regional schools, but to be safe, at this stage expect jobs most likely in these schools' dominant regions. This is how I'd think about it to decide, besides any $ differences.
