are you sure that the letter is actually going to go to the dean? Even on the dean's personal e-mail address, he/she often has assistants take care of e-mails like yours.

Not a good idea. Going over an adcomms head for a decision they have the final say on? Just makes you look desperate.

No, not sure. I just don't know if I should send it to his address or the general admissions one.
Obviously, I just want to maximize my chances of getting in... It's my first choice school and I've heard nothing since applying 3 months ago.

You very well may be, but it doesn't help your chances to let them know that. I'd say it would hurt more than help, but I've never done it so wtf if you really feel like you need to do it, go for it.

Submit through the general admissions email unless otherwise specified. To send it directly to the dean would be circumventing the usual pathway of communication.
Prolly wouldn't make a huge difference either way. If you have further doubts, Just Call.

send the letter to the admissions person. Unless you are on social terms with the dean ( then why would you have to write a loci?) you need to respect the hierarchy.
