With a few exceptions, PT programs have lower 25, median, 75. I think you'll find part of the reason is the higher number of parents, career/professionals, older folks, etc that may not have had time to properly study for the LSAT, or didn't perform well many years prior at undergrad. Some people choose to work to finance their education (sometimes a smart idea!), and without a doubt, many people would perform better if they didn't have a job or other time commitments.

"Do part time programs have a more holistic admissions process?" I'd think they would give more weight to the above factors, so I guess the answer is "maybe/kind of"

Just keep in mind that scholarship opportunities may not be the same when compared to full time. Also, I looked in to trying to get in a PT at a higher ranked school and try to jump over to FT, and it looks like that is actually much harder than you'd think.
