I received a 17,500 annual scholarship from Drake University. I have also been accepted into the University of Kentucky, Louisville, Case Western, and Marquette but haven't heard anything regarding merit aid from those schools yet.

Would it be a good strategy to notify Drake that I have been accepted into two higher ranked schools (UK and Case), and would only further consider them if they offered me more money? My ultimate goal is to leverage something from Louisville, my first choice if I can receive a decent scholarship. I'm hoping the combination of my U. of Kentucky acceptance, along with further merit aid from Drake, would be enough to encourage Louisville to offer some good money to match.

I would not phrase it as you did in the bolded section. The link provided above explains many helpful ways to word your inquiries so they do not sound like you are just grabbing for money.
