Not significantly. If it helps, it's only because it's an honest detailed and enthusiastic recommendation that highlights great qualities about you, not because it's from the alum.

By the way, a single "alumni" as you said, is actually called "alumnus" or "alumna." Alumni is plural.

I've wondered about that myself. I don't think it will turn an auto reject into a yes, but I think it might help. I also think it probably makes a difference if the alum has connections with the school still (i.e. knows the dean of admissions/someone important).
