Tulane Law app - PS question for others who are applying

I am applying to Tulane Law. Question 37 (a) and (b) are basically the Personal Statement and the Why X statement. In my PS, though, I use about a paragraph to say why I want to go to Tulane. Do you think I can just use the PS for (a) and (b)? It's pretty clear that I'm addressing both questions in the essay, but I want to follow instructions you know. It never says you have to write two essays, and it never says it can't be the same essay. Just looking for other Tulane App opinions.

I did two separate essays.

The only applications where I combined were the ones that stated it was ok to answer multiple questions together.

i separated the two in my application, i'd recommend just sticking with the directions and making your ps into two statements, even if you are being clear.
