If I mention a secondary journal as something that I like about the school in a why X, do I need to show how I would contribute with editing/writing skills?
Basically what can I discuss in relation to the journal that shows my sincere interest and potential contribution?
Prior knowledge, coursework in the subject? writing skills?

All of the above will help. In fact, there would be little point of mentioning that you would contribute to the journal without those skills. Just thinking as a staff member on two secondary journals...
assuming adcoms know what you actually do on a journal, make sure you're educated on the topic - because it really is a horribly boring and tedious experience (for me anyway), and acting really stoked about it without being armed with the actual facts of what a journal is could probably be a negative if phrased the wrong way.
