I should probably know this...
I have lived in Washington State for 10 years and just moved to California in August. For application purposes: Am I still considered a Washington resident?

You're basically not considered a resident anymore unless you left Washington to go to school and didn't change your driver's license.

Since you lived there for 10 years you MIGHT be able to re-establish residency after your first year (since you would more easily be able to prove you were there for non-educational reasons).
