The UConn app asks "Have you ever voted in the USA? If no, explain"

As for First question; i don't think they'll really care that much. Just don't say you don't vote because the voices can never agree on a candidate, that won't help.
But yeah, I don't think your response will truly swing your application that much. I'd say go with a Meg Whitman approach, but... I can't tell if that help or hurt her. Probably didn't swing her candidacy that much.
If you really have a legitimate reason, but it's long and convoluted, sit down and write it out. Come back to it two days later, and summarize it in one sentence. Could potentially help your application.
