It is NOT a question that says "you may attach a resume/electronic attachment"
If I start to answer the question but run out of space can I write "please see attachment/addendum" at the END and then continue it in a word doc and attach that?
Or should I only use the allotted space?

Are you still planning to include your resume? I don't think any schools mind if you include it - they probably just don't want you to put "See resume" for your response. I would list all of the activities in the resume and just put the most important ones in the space in the application. I don't think you need to say "See attachment" because they will see your resume.

Yes I am still attaching my resume but the question says "describe" not list and if I describe I can only fit about 2 out of 8 things I want to include. (it says public, community, volunteer and extracurricular)

I put a very short description in the space in the application and described my activities in more detail in my resume.
