Quick question...
I have everything prepared (PS, Addendum, Resume, etc.) except for the LoR, which I am waiting to be posted. Can I submit my application and pay (or use fee waivers) to get it in the cycle now or must I wait till everything is in? I can't thank you all enough for help, once I have a bit more confidence after getting accepted I can tell people what worked for me!

You can submit now, but your application won't be complete until the LOR is posted to your LSAC report.
