Question Regarding LOR Forum

I'm asking this question for my recommender.

My recommender wrote a two page LOR, is he allowed to staple the pages? and does he have to sign both pages of the LOR?

He should fax them, and it's a letter, only sign at the bottom.

If he decides to mail it, I'm sure he can staple it, or not - they have staple removers.
