Can you turn in your application without a certain section

Can you turn in your application without a section done, and then turn in that section later?

For instance, can I turn in my entire application without the personal statement and then turn in the statement once I've polished it? Or should I wait and just turn it all in together? Sorry, naive, I know. Just not too familiar with everything.
