I just wanted to let everyone know that I applied in this cycle and asked many schools for fee waivers and almost all responded positively. The only schools that did not give it to me were some in the top 14 and some others that still only wanted to give fee waivers to those in financial need (and requested proof of it). I did AmeriCorps several years ago, but they still gave me a fee waiver as an alum. I would just kindly ask every school you plan on applying to and attach the certification letter which you can download from your AmeriCorps portal, if you still remember your account info. I'm glad this thread even existed, now I hope I help someone in the future save lots of money on their applications!

If you're currently doing AmeriCorps, you should probably just go ahead and ask everywhere you're planning on applying. If they don't have a specific exemption for AmeriCorps members, they may grant you one based off of your current income (lulz).
