some people say ND because of it s layman prestige.

Others say WUSTL because it is a decently ranked school with no home market..... Double edged sword.

A couple years ago St. Louis was the only city in the U.S. whose population was shrinking.

Are you sure about that? Pittsburgh has been shrinking for like the past decade. I would bet there has to be more cities that are the same.

The thread above brought it up, but BYU is probably pretty mobile compared to other schools with similar rankings.
