My friend suggested I apply to the top 7-14 schools now and if i haven't gotten into one by january, register for the February test and then send the updated score everywhere.

Is this a good idea? Hypothetically, can I send in updated LSAT scores to schools that rejected me or only ones that waitlisted me?

My GPA should go up at least .01, maybe .02 by the end of this semester if that means anything
what year are you looking at going? you should retake in dec if you are looking for fall 2011.

BU/GW/WUSTL is about as high as you're going to go with those numbers. If that's not going to work for you, retake.

I disagree. I think you have a fair shot at #7-14. A very good shot from 18+.
